Crisis Management Research Group

The Crisis Management Research Group was established in 1995, at the Centre for Natural Disaster Mitigation Studies of Iran. Its foundation was suggested by the Housing Foundation of Islamic Revolution and approved by the Board of Trustees. Since 2004, following the approval of the statute of the Natural Disasters Research Institute by the Ministry of Science, Research and Technology, this research group has been operating.

It aims at proposing novel approaches in crisis management and disaster risk management. Thus, all the projects are defined and implemented within the same objective.
Designing the crisis room in various provinces, including Kordestan, Chaharmahal and Bakhtiari, Qom, and Kermanshah, is one of the projects implemented between 2000 and 2005. Earthquake warning devices were installed in different provinces from 2006 to 2009 to predict large earthquakes. The device was invented in the Natural Disaster Research Institute and registered in the Industrial Property Registration Organization.
Afterwards, the significant project of crisis management of Imam Reza Holy Shrine was carried out in the city of Mashhad. Furthermore, due to the capacity of the Crisis Management Research Group, professional training courses on crisis and risk management were held by faculty members and experts for various ministries and organizations.

In recent years, the research group has focused on projects such as resilience against natural hazards, making cities smart against natural hazards, emergency housing, incident command system, disaster risk reduction in urban areas (land subsidence and flood) and incident command system in neighbourhoods.
In 2020, by establishing the Natural Disasters Start-up Incubator, new areas of activities emerged within the research group, including identifying activities of natural disasters start-up incubators, establishing a database for the main natural hazards, and investigating rapid alert systems around the world.

The main activities include:

• Consulting and collaborating on designing and establishing crisis management systems in all provinces, organisations, firms, and governmental and private complexes of the country;
• Designing, holding, and assessing remote manoeuvres for the leading and controlling working group and operational working groups in the level of province and county, and providing technical services and consulting on crisis management and risk management;
• Conducting comprehensive studies on activities in various stages of crisis and risk management;
• Carrying out studies on earthquake early warning and forecasting systems;
• Preparing and compiling guidelines for rapid assessment of complexes, institutions, and settlements after disasters;
• Preparing and compiling crisis management and environmental management plans for urban and rural communities;
• Designing and preparing a comprehensive database of crisis management information at the provincial and city levels and large complexes;
• Translating, writing, and publishing books related to crisis management and risk management.
