The training course

The training course "Risk management in Italy & the civil protection plan of Pavia province " was held by the Natural Disasters Research Institute (NDRI) and Urban Planning Laboratory (UPLAB)-Pavia University.

According to the Public Relations Department of the NDRI, the training course " Risk management in Italy & the civil protection plan of Pavia province" was held on Tuesday, November 29, 2022 by the NDRI and Urban Planning Laboratory (UPLAB)-Pavia University through online, with the presentation of Professor Roberto De Lotto (Director of the UPLAB) and Dr. Elisabetta Venco (Fellow Researcher at the UPLAB).

It was highlighted that the city is a system, and it is a complex system.

Natural risk mitigation in planning process in Lombardy region Lombardy Region wants to

  • promote effective regulation of land uses and of land management;
  • prevent water degradation phenomena and hydraulic and hydrogeological instability by pursuing sustainable settlement planning;
  • promote the specific measures and interventions necessary for the hydraulic and hydrogeological rebalancing of the territory to ensure the safety of populations and settlements with respect to the phenomena of water degradation and hydraulic and hydrogeological instability and to contribute to the protection and safeguarding of river landscapes;
  • promote the maintenance of riverbeds, and any other works to mitigate hydraulic and hydrogeological risks, improve water quality, and guarantee citizens and territory safety;
  • Requalify waterways of the main and minor water networks.

A civil protection plan must be effective, efficient and flexible to be used in any emergency, according to the different risks of each territory.

The Department of Civil Protection has just defined a basic structure of a civil protection plan, divided into three fundamental parts:

  1. ntroduction section with general and organizational information about the territory;
  2. Hazard and risk scenarios, identified for planning purposes;    
  3. Intervention model and framework, containing the Civil Protection organizational structure, all the strategic elements of the territory and the operating procedures.
